After repeated stonewalling by the Administration and disinterest by Committee Republicans, Rep. Gerald E. Connolly, Ranking Member of the Committee on Oversight and Government Reform, led Committee Democrats in introducing a Resolution of Inquiry to investigate Elon Musk’s extensive conflicts of interest and entrenched corruption within the Trump Administration.
“Elon Musk is running cabinet meetings, holding court in the Oval Office, and ripping through government agencies and sensitive databases—but the White House refuses to come clean about this unelected billionaire’s rampant and endless conflicts of interest,” said Ranking Member Connolly. “Republicans are either too scared to conduct any real oversight of Musk’s actions, or they support this oligarch’s unlawful assault on the federal workforce and his attacks on Social Security as he divvies up cushy government contracts between his companies.
“This resolution of inquiry will finally get the American people the answers they deserve and bring DOGE out from the shadows.”
A Resolution of Inquiry (ROI) would require the Administration to provide documents, communications, and factual information. Once introduced, the Committee to which the ROI is referred has 14 legislative days to act on and report the resolution to the House or it will become privileged on the House floor.
This resolution would require the President to provide information, documents, and communications to Congress related to: Elon Musk’s status in the federal government; any conflicts of interest Musk has related to his role in the federal government; and any federal government contract involving a Musk-owned company or a company for which he serves on the board of directors.
Committee Democrats have opened numerous ongoing investigations into DOGE and the Trump-Musk Administration’s ongoing purge of the federal workforce, using every tool at their disposal to hold the Administration accountable to the American people and prevent corruption from taking root and poisoning our democratic institutions. For example:
On February 20, 2025, Ranking Member Connolly launched an investigation into Elon Musk’s formal role within the Trump Administration following the President’s direct contradiction of a sworn statement by a White House official that Mr. Musk is not a part of the U.S. DOGE Service.
On February 22, 2025, Ranking Member Connolly sent a letter to the Office of Personnel Management (OPM), demanding a clarification that nonresponse to the “What did you do last week?” email that was sent to all federal workers does not constitute resignation and a clarification that Elon Musk does not, in fact, speak for OPM.
On February 24, 2025, Ranking Member Connolly led more than 100 House Democrats in demandingfederal agencies immediately clarify that their federal employees do not have to respond to Elon Musk’s ill-conceived, reckless email and that nonresponse does not constitute resignation.
