Northern Virginia, and much of the mid-Atlantic region, could experience heavy rainfall, sever weather, and potential hurricane conditions that could result in flooding and loss of power. Virginia Governor Terry McAuliffe has declared a state of emergency throughout the Commonwealth so that public safety officials and citizens can prepare for Hurricane Joaquin as it approaches Virginia.
