Protecting Federal Employee Back Pay

Dear Neighbor,

Many in our community, particularly our dedicated public servants and their contract employee counterparts, are still reeling from the impact of President Trump’s reckless government shutdown. After 35 days of furlough or unpaid work, hundreds of thousands of federal workers have been forced to make impossible financial decisions for themselves and their families. Unfortunately, while Congress did pass legislation to guarantee back pay for these employees, I have heard many troubling reports of delayed or shorted back pay, inconsistent tax deductions, and other payroll errors. These issues add insult to injury, and only serve to further increase the stress, confusion, and financial burden that our federal workforce has endured in the wake of this costly and unnecessary shutdown.

As Chairman of the Subcommittee on Government Operations, I am determined to get to the bottom of this and finally bring some peace of mind to the federal workers in our community. This week, I joined my colleagues Rep. Jennifer Wexton and Rep. Elijah Cummings, Chairman of the Committee on Oversight and Reform, in demanding that the Office of Management and Budget and the Office of Personnel Management investigate and answer for these harmful back pay and payroll problems.

It is not lost on me that while federal employees are struggling to receive their well-deserved back pay, scores of federal contractors who missed paychecks of their own during the shutdown will not receive any back pay at all. I have cosponsored legislation to right this wrong and guarantee back pay to thousands of federal contractor workers. The very least we can do is provide proper compensation to anyone – employee or contractor -- who is forced to stay home or work without pay. Please know that I will continue to fight for our federal workforce and their contractor partners.
